AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has stated, issuing warnings about a potential threat to democracy just eight days before the country’s general election.
Testing Reveals Consistent Bias in AI Suggestions
The four chatbots evaluated by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog noted in a report released ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.
Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the stances of these parties, the study pointed out.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The vice-chair of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that might not correspond to their political views, she added.
“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for election recommendations, as their functioning is opaque and hard to confirm.”
Election Context and Political Landscape
The Dutch head to the polls on 29 October in an electoral contest that will be closely watched across the continent for the performance of the Freedom party.
The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.
All major parties have rejected a coalition with the PVV, meaning the party that comes second is highly probable to supply the future head of government.
Unintentional Bias Attributed to AI Operation
The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
