The funding lapse had reached nearly a month as officials revealed the news, which followed appeals by more than two hundred Congressional Democrats asking agriculture officials to utilize reserve accounts to pay for next month's benefits.

“The reality is, resources are exhausted,” the USDA stated. “Currently, no payments will be distributed” starting next month.

Over 40 million Americans count on these monthly payments, according to official statistics. Various areas, such as one southwestern state, dependence on this assistance is as high as 21% of residents.

A memo obtained by Reuters revealed that USDA officials would not access emergency reserves for November food benefits.

Legislative Deadlock

Republicans and Democrats remain deadlocked over how to fund and reopen the federal government.

Remarks from the head of the Center on Budget and Policy Priorities noted that the administration could have acted to prepare in advance to ensure continuous assistance.

“They had the ability and responsibility acted before now to make arrangements to use these funds,” the statement continued. “Conversely, they might decide against it to secure political leverage” as conservative leaders work to pressure Senate Democrats to approve a spending bill that would reopen the federal government.
